The endorsement program for teachers of English as a Second Language prepares students
to serve as cultural interpreters and English language acquisition facilitators for
non-English speaking students, both adult and youth as well as children.
The teachers of English as a Second Language develop the following competencies:
- 1. A competency and an understanding of English as a language among world languages;
- 2. A competency in cultural understanding and sensitivity to other cultures and an
awareness of those elements of the American society which are arbitrarily and culturally
determined;
- 3. A competency in the methodologies and curriculum research and design for the teaching
of ESL to adults and children.

The goal of transitional bilingual education is to prepare children for life in the
English-speaking mainstream while providing instruction in basic reading, arithmetic and
other coursework in their native language in the early grades.
The bilingual teacher develops the following competencies:
- 1. An understanding of English as a language among other languages;
- 2. An understanding of the target population's language;
- 3. Cultural understanding and a sensitivity to the target population's culture and an
awareness of those elements which are determined arbitrarily and culturally in the
American society;
- 4. Competency in the methodologies, curricula, research, and the learning activities for
successful bilingual teaching. This additional endorsement is administered jointly by the
Colleges of Fine Arts and Humanities (Foreign Languages) and Education. It is available to
students majoring in Elementary Education or Special Education.
